dc.description.abstractEvidence from this study suggests that the steps of the policy cycle - from agenda setting to policy evaluation – do not align with the actual practice of policymaking in Indonesia. Some stages in the policy cycle, such as consultation and evaluation by the state, were not prominent in practice. Meanwhile, activities such as policy analysis, decision making and coordination were not conducted sequentially.
